ECG Board has terminated over 200 contracts estimated at $227m – John Jinapor

Minister of Energy and Green Transition, John Jinapor, has revealed that the Board of the Electricity Company of Ghana (ECG) has terminated 202 contracts valued at $227 million.

The Minister disclosed this during a press briefing at the Government Accountability Series on Wednesday, July 16, 2025.

John Jinapor noted that remaining 147 contracts are being subjected to additional strict scrutiny and may be terminated depending on the findings.

“The ECG Board has approved the outright termination of over 202 of these contracts. The total values of these contracts are estimated at $227 million, 1.17 million pounds, 4.08 million Euros.

“We are determined to ensure that we clean up the sector,” he stated.

According to Jinapor, the current government is spending 30% to 40% less of what was spent in 2024 by the previous Akufo-Addo government in terms of procurement.

“We are achieving better results with value for money and ensuring that we adhere to strict procurement processes,” the Minister stressed.

Jinapor assured that government will not be engaged in the kind of ‘reckless’ procurement undertaken by the previous government.

He said 347 supply contracts which have failed to deliver goods within the specific areas are up for review.

“The goods in these containers were not part of the materials locked up at the port, these are new containers coming up following procurements which were undertaken previously.”

The Minister also announced that the government has started installing 23,500 units of solar streetlights.

“We are planning to move streetlights away from the grid,” he said.

He added, “We have commenced the installation of 23,500 units of all-in-one solar streetlights.”

Regarding the debt situation at the Tema Oil Refinery (TOR), John Jinapor accused the previous Akufo-Addo of leaving beyond almost $200 million TOR debt.

“Almost 200 million dollars in debt was incurred by the previous govt at the Tema Oil Refinery,” he said.
